Bill Cook is a minor character who appears in Completing the Mission, who appears only in the "Pardoned Pals"/"Toppat Recruits" endings.

Role[]

He is seen with Todd Tater on the east side of the parking lot of the Toppat Launch Site, with Henry and Ellie surrounded. After noticing members of The Wall catch squad he took them for Toppat Clan reinforcement and opened fire on them resulting in Dolan Torkov being wounded and presumably dying.

Bill sports a M16A1 and wears a government helmet and green shoes.

  • His last name and bio is a reference to the surreal dark comedy short Too Many Cooks.
