Billy Brown is a minor character appearing in Completing the Mission, who appears only in "Toppat King".
Billy is a soldier participating in The Toppat Raid. For seven years, he has never washed behind his ears.
He manages to corner Henry Stickmin and Right Hand Man with Victoria Grit, Gerald Gruff, Orbyn Lanp, and Dan D. Lyons. The two are able to fight off their attackers however by combining Henry's two guns with the Right Hand Man's laser eye, killing all the soldiers.

- His bio description is based on the Disney short Santa's Workshop, where an elf says that a child named Billy Brown hasn't washed behind the ears for 7 years when Santa wonders if he's naughty or not to receive the presents.
- His name appears to be a reference to composer Bill Brown IV, who is known for his work on video games, films, and television.
- He shares the same last name with Hubert Brown and Curly Brown. It's possible they are relatives.
