Cool Joe (known as Mr. Cool in FtC) is a member of the Toppat Clan and a minor antagonist who appears as a minor character in Fleeing the Complex (appearing only in the "Convict Allies" route) and a minor antagonist in Completing the Mission (appearing only in the "Triple Threat" ending).
He was sent to The Wall for being a part of the infamous Toppat Clan. After Ellie and Henry accidentally release the prisoners in "Convict Allies", he is seen escaping.

- Completing the Mission: He managed to make it back after being locked up at The Wall for several years. Good thing there was a breakout.
Appearance[]
Joe's appearance changes throughout the games. In Fleeing the Complex, Joe wears black shades with grey lenses on them. He also bears black shoes and a black top hat.
However in Completing the Mission, he now wears black shades with blueish lenses and wears a grey top hat and light brown shoes.

Convict Allies[]
Joe can be seen during the Convict Allies path when Henry Stickmin and Ellie Rose accidentally release all of the prisoners. He is the first one to leave their cell, and is using his opportunity to escape The Wall in which he succeeds.
Completing the Mission[]
Triple Threat[]
Following his escape from The Wall, Joe is next seen on board the Toppat Orbital Station during the "Triple Threat" pathway and is spotted in the cafeteria regrouped with the Toppats and sitting down next to the other members. He isn't seen dancing when Henry and Ellie starts a Diversion Dance and is later sent back to The Wall in this pathway as a result of them tampering with the course of the Orbital Station.

Trivia[]
- His appearance in Completing the Mission confirms that he (and possibly a few other prisoners) succeeded in escaping The Wall at the end of Convict Allies in Fleeing the Complex.
- He is the only character to appear in multiple games and have different names for each bio (not counting the different forms of the Right Hand Man).
- He is one of the two Toppat Clan members in Fleeing The Complex that appears outside of "The Betrayed", the other one being Wallace Pemberton.
- He is also one of the few Toppat members, who doesn't have a confirmed "Alive" status, this because "Toppat Civil Warfare" and "Toppat 4 Life" (the two endings where the majority if not all of the Toppat members are alive) take places when Joe is incarcerated. It can be assumed that he is alive in "Toppat Recruits" and "Toppat King" endings, or in one of them, but there is no evidence to confirm this.
- Joe is the first Toppat that isn't a member of the Airship Division, but before the relelase of CtM, it could be assumed that it was from the Airship Division.
- Joe takes advantage of the door that Henry and Ellie opened together. It is unknown how he knew this path lead to the outside, or how this door was closed but was now open, considering the door is opaque.
- This may be because the door on his right leads to the storage room (formerly) guarded by Heath Stone and Isaac Binderson and the upper floor is guarded by Horace Johnson.
- There is a glitch in his bio where Red Crimson's hat is teal.
