Frankie is a soldier participating in The Toppat Raid. He is seen with Norm Hexter and Howard Lipton planting an EMP bomb on the launch pad of the Toppat Orbital Station.

When the Revolver is chosen, Frankie is seen running away while Norm ducks and Howard proceeds to shoot down Henry.
