The Government is an option in Completing the Mission during the final choice screen for the Toppat Recruits/Pardoned Pals pathway.
Completing the Mission[]
Henry Stickmin and Ellie Rose are in the Toppat Orbital Station, surrounded by Reginald Copperbottom & the Right Hand Man on one side, Dmitri Johannes Petrov and Grigori Olyat on the other, and Charles Calvin in his helicopter behind them. Henry signals to Charles, who pilots his helicopter closer to the rocket, allowing Henry and Ellie to transfer. With Henry and Ellie on board, Charles orders all remaining Government units to fall back from the rocket. Manning the helicopter's mounted turrets, the convict duo destroy the rocket's support beams, which causes the vehicle to topple and explode.
The Government emerges from their battle, victorious. At the jungle base, General Galeforce is surprised to find Henry and Ellie in alliance with his forces, considering that both are wanted convicts, alongside Henry's betrayal during the Airship mission. Out of gratitude for their assistance in stopping the rocket launch, Galeforce agrees to have the pair pardoned. Now free from their lengthy criminal records, Henry and Ellie celebrate with a toast.
This leads to the rank Pardoned Pals. Choosing Toppat Clan will lead to Toppat Recruits.

Fleeing the Complex[]
After Henry chose to "Wait for Transfer" and then used a laser plane to break out of his cell. He ends up in the office underneath his cell, crushing a guard in the process. There, he finds a cell phone and can proceed to call one of two people for help: the Toppat Clan or the Government (more specifically, Charles Calvin).
When calling the Government, the game continues from the Government Supported Private Investigator or Relentless Bounty Hunter ending, with Henry and Charles still being on good terms with each other and Charles recalling how he and Henry worked together like this before. This leads to the International Rescue Operative ending.
