Hannibal Burns is a member of the Toppat Clan and a minor character appearing in Completing the Mission as a minor antagonist in the "Special BROvert Ops" and "Triple Threat" endings and a minor character in the "Toppat 4 Life" ending.

Hannibal Burns is a Toppat who wears a brownish-black top hat with blackish-grey shoes. He also wears a pair brown-rimed glasses and always bears a relaxed expression.
Personality[]
Burns is always relaxed with a seemingly chill demeanor and posture. This usually makes it difficult to tell if he's even paying attention.
Completing the Mission[]
Special BROvert Ops[]
Hannibal is seen in the gallery, talking to Smokestack in a very laid back and chill style. Smokestack suggests that they should help with the engine but he responds with "nahh, they're sending something from the storage" and suggests to wait and see what they're bringing in to help with the engine failure. Hannibal is later arrested off-screen when Henry Stickmin and Charles Calvin succeed in their mission and call in Government reinforcements to escort and apprehend the remaining members of the Toppat Clan.
Triple Threat[]
He is seen in the Toppat Orbital Station Cafeteria sitting with other Toppat members after Henry Stickmin and Ellie Rose break in through the window as a result of being shot out of a Cannon from Charles' Transport Helicopter. He presumably danced with the other Toppats when the twos create a Diversion dance. Similar to the SBO path, Hannibal is also arrested except it happen at The Wall instead of being locked up by the government due to Henry and Ellie redirecting the rocket GPS to The Wall.

He is seen on the final screen, along with other elite Toppat Clan members with a seemingly chill expression as usual.
