Howard Lipton is a minor character appearing in Completing the Mission, who appears only in "Toppat King" as a supporting antagonist.
Howard is a soldier participating in The Toppat Raid. He is completely useless on the field if he doesn't have his morning tea.
Completing the Mission[]
He is seen with Norm Hexter and Frankie Pizza during "Toppat King" planting an EMP bomb on the launch pad of the Toppat Orbital Station. Henry can stop them by playing a flute, summoning a bird, and snatching the detonator away. It is possible that he, along with Frankie and Norm were incinerated by the rocket's thrusters.
When the Revolver is chosen, Howard proceeds to shoot down Henry while Frankie is seen running away and Norm ducks. When the Boomerang is chosen, the three soldiers get stunned by the boomerang before hitting Henry again, stunning him too.

- According to his bio, Howard is completely useless in the field if he doesn't have his "morning tea." This is a reference to the Lipton tea company and the last name of its founder Sir Thomas Lipton.
