Orbital Cells are located in the Toppat Clan's Orbital Station. When Henry runs away from this room there was a sign Bridge-7 and likely being located in Wing 7. There are at least 14 cells on board for detaining prisoners. The prisoner can be suspended from the ceiling with handcuffs, and at the push of a button get ejected off the station and into space.
