Phantom is a sniper working for the Center for Chaos Containment. He appears in "Completing the Mission" as a minor antagonist during one of the fails in the Toppat 4 Life ending.
Phantom wears a helmet that covers his face. His sniper rifle can pinpoint locations for nuclear strikes.
When Henry Stickmin tries to stop General Hubert Galeforce from launching an attack on the Toppat Launch Site, causing mayhem in the process, Ellias Bahtchin can send Phantom to stop the chaos. If the player selects this option, Ellias authorizes Phantom to act, and he targets the base with a nuclear strike, killing everyone in the Government Military Base while resulting in a fail. The Toppat Clan is still safe because they are very far from the nuclear launch.
