Reginald is somewhat weak and even a coward, so he relies on trickery, manipulation and ordering the rest of the Toppats to act whenever a problem arises. He's also implied to be the one who came up with the idea of the orbital station, whereas Sven Svensson and the Right Hand Man seem to merely follow up the plans when he got captured.
Reginald, despite his cowardly tendencies, can still be dangerous in his own way. In the ending of The Betrayed, he managed to get rid of Henry by dropping him off the airship just in the middle of a rescue. And in the Revenged ending, he's the one who ultimately manages to kill Henry by taking him down with him by simply having a backup weapon inside his top hat. And in Toppat Civil Warfare, Reginald managed to turn most of the clan against Henry by simply using his wits and charisma and taking advantage of a hurting Ellie. Reginald might not be the strongest fighter, but he's incredibly resourceful and cunning when it counts.
In his first two games, he didn't particularly like Henry and seemed to have only given him control over the Toppat Clan as a means of self-preservation. This is why he leaps at the chance to kill him in The Betrayed route. However, in the Toppat 4 Life and Toppat King routes, he sees how much effort Henry is willing to exert for the sake of the Toppat Clan, and so when he finds himself in a similar situation to The Betrayed ending on the latter route, Reginald not only helps Henry up, but gives him control of the Toppat Clan in earnest.
Reginald displays an overall coward like persona, relying on opportunity and betrayal rather than direct combat to achieve his ends. For example, he betrays and "kills" Henry only when Henry fails him. He also displays this tendency in the Toppat King pathway, as although he does not ultimately drop Henry and reclaim his position out of respect for his dedication to the Toppat Clan, the only time he hints at betraying Henry is when, once again, no one is watching and he has the higher ground. Throughout the Toppat King pathway, in contrast, he is shown to be very nervous around Henry and his authority, even sheepishly telling off Burt Curtis for calling him "chief" in Henry's presence and nervously looking back at Henry.

He is also very dependent on Henry as the leader, relying on him to combat the military and even trusting Henry to come back for him after he was captured. In the Toppat Civil Warfare pathway, he is only able to dethrone Henry in the presence of other clan members only by using deceit (of how Henry betrayed Ellie), rather than directly confronting him and disarming him alone. In the Revenged pathway after selecting Drop, he begs Henry not to drop him (despite doing the same to him) and show mercy, only being saved by his parachute and relying on his men to gun down Henry in the cockpit.
Reginald genuinely wants the best for the Toppat Clan, even if it means making some personal sacrifices - and genuinely respects those that do the same. In Infiltrating the Airship, he offers Henry his rank as leader as a last-ditch effort to not leave the Clan without a guide. In two of the endings of Completing the Mission, he recognizes that Henry is willing to put his life on the line for the Clan, and accepts Henry as the better leader. He might be a dirty coward, but he clearly cares for his crew and tries his best to make sure of their safety. Most notably in Pure-Blooded Thief where he tells Right Hand Man alongside the rest of the clan to retreat from the war field between them and the government as soon as the Center for Chaos Containment comes in to avoid losing more members instead of chasing after Henry who stole their ruby. Then there's the Toppat King route where he tells Ellie and the Right Hand Man to go to the rocket first when the government comes in to ambush them, leaving both himself and Henry to initiate the rocket launch's countdown even at the mercy of the government's helicopter.
Reginald also apparently has little self-defense or offensive technique, only able to kill or disable Henry when he has a significant advantage (ex. shooting Henry in Revenged only after he turns around, betraying Henry in The Betrayed only after he has his life in his hands). In Infiltrating the Airship in the Relentless Bounty Hunter/Rapidly Promoted Executive pathways, he runs away from Henry in fear and relies on his Right Hand Man to protect him, and he even attempts to bribe his way out by offering leadership. In Revenged, he is unable to face Henry himself, relying on his Right Hand Man to do his work for him, until he has no other option. Even then, up until the point Henry turns his back and makes himself a target, Reginald is unable to fight back. His gun is immediately disarmed by Henry and he has to resort to asking for mercy.

In Toppat King and all other Rapidly Promoted Executive paths of Completing the Mission, he is initially neutral towards Henry, until he proves his worth by saving the Toppat Clan, then Reginald agrees to let Henry be leader. These routes also show his more positive qualities, more specifically his loyalty to the Toppat Clan as a whole and how he genuinely wants what is best for the clan. If Henry manages to win Reginald's respect by protecting the Clan from the Government and ensuring the success of the rocket launch, Reginald is convinced that Henry is the right person to lead the Clan to greatness, openly praises him for his dedication, and accepts his leadership gracefully without any betrayal, unlike in The Betrayed ending where Henry has NOT done anything to prove himself worthy of leadership.
He's also rather impatient and easily not trusting, as he is willing to reclaim the leader position from Henry whenever he gets the chance, ignoring that Henry can be a responsible and protective leader to the clan if given the chance. This trait would cause the fall of the Toppat Clan in one path.
In the Jewel Baron path, Reginald is shown to wrathful and envious as he's desperate to stop Henry from stealing the Norwegian Emerald, as he doesn't want to lose another large jewel to him, to the point of firing his clan's strongest weapon at Henry that can atomize anything. This behavior ends up destroying the Toppat Clan in the process.
In the Betrayed and Revenged paths, Reginald reveals his sadistic side, which is shown when he smiles when about to drop Henry to his death and when he laughs after he shot him.
Seeing as he is cowardly, weak and impatient, it's strange how he ended up as the Toppat Leader in the first place. However, it might be because he is a high ranking member and someone who only wants best for the Clan.
Despite being evil, he is still rational and has his humanity. This can be seen when he found out Ellie's hatred to Henry's betrayal back in The Wall in Toppat Civil Warfare.
Relationships[]
Henry Stickmin[]
Henry and Reginald's relationship varies between pathways. Sometimes they like each other, but most of the time, they hate each other.

In Government Supported Private Investigator and all its following paths, Reginald never properly meets Henry. They don't interact any further though this makes them mortal enemies from this point onwards as Henry gets Reginald and all members of the Airship Division arrested and picks off the rest of the Toppat Clan in endings stemming from this one. His presumed hatred for Henry is further cemented by his mugshot at the end of GSPI in which he looks very sad about his arrest.

At the beginning of the Toppat Civil Warfare route in Mission, he is utterly appalled at hearing that Henry abandoned Ellie back in the Wall, and leads the remaining Toppats in a mutiny against Henry. Though he isn't above betrayal himself, as demonstrated in The Betrayed, Reginald has a past and potential history of violently dealing with selfish, greedy people above him (notably the previous leader Terrence Suave), so it's possible that watching Henry abandon all sensibility like Terrence did only served to rub salt in the wound. It's more likely that he's simply faking it in order to take the opportunity to retake power in the organization.
In the Revenged route, even when he's faced with the complete and utter destruction of everything he's worked for and is about to die in the oncoming crash landing of his ruined airship, Reginald doesn't waste the chance to get one over on Henry before he dies and shoots his cybernetic spine, making sure to drag his mortal enemy down with him. Although he succeeded in guaranteeing Henry's eventual demise, he dies as well.
In Pure Blooded Thief and all its following paths, the two still don't interact much, but since Henry tried to stole the Ruby, they're enemies. An exception to this is the Toppat Recruits route, where the Toppat Clan allow Henry and Ellie to join but only if Henry promises to return the Ruby.
Right Hand Man[]
Reginald and Right Hand Man don’t just seem to be coworkers, but they’re very close friends, seen by how much two trust each other. Right Hand Man not only has extreme loyalty to the Toppats but to Reginald as well. RHM is also the only person to call Reginald something other than the "Toppat Leader" or “Chief”, as he calls him "Reg", a shortened version of Reginald which shows how close the two are. According to the Right Hand Man's bio, no one knows his true name, not even Reginald, despite their close friendship.
At some point, the Right Hand Man joined the Toppats and became good friends with Reginald. After Reginald overthrew the previous leader, Terrence Suave, RHM was promoted to an elite member and became the right hand to Reginald who was now the chief.

In Infiltrating the Airship's Relentless Bounty Hunter and Rapidly Promoted Execuitve paths, Right Hand Man protects Reginald and even takes on Henry by himself, just so Reginald can flee safely. Right Hand Man does everything in his power to stop Henry from catching Reginald even alerting other Toppats to stop him. RHM's second confrontation with Henry leads to him to getting fatally injured and hating Henry just as much as Reginald does, maybe RHM more so than Reginald.
In Pure Blooded Thief, Right Hand Man wants to confront Henry as well as to recapture the ruby he stole from them though Reginald stops him from doing so because the ruby isn't worth the two and the entire Airship division of the clan being taken out. Right Hand Man listens to Reginald and flees the battlefield along with many other clan members.
In the Post-RBH paths of CtM, he wants to hunt down and capture Henry not only for fatally injuring him but getting Reginald arrested, most notably in Free Man. In Master Bounty Hunter during the Rewire fail, Sven Svensson reminding that Right Hand Man is siding with the guy who locked up the chief, Reginald who was also a dear friend to RHM, is what causes him to break out of his government allegiance Henry rewired him into and leads him to throw Henry off the rocket. Considering that he really wanted to avenge Reginald, it’s very clear that the two do care about each other.
In Post-RPE, Henry is a sworn enemy to Right Hand Man and Reginald with the two jumping at the chance to get rid of him with necessary. In Revenged, the Right Hand Man holds Henry off from attacking Reginald and the two have a big duel (similar to the one they had before), giving him a chance to get even with Henry as well as to protect Reginald. Henry is able to overpower the two and kills both of them himself, and presumably the entire clan in the process. In Toppat Civil Warfare, Reginald gets the clan to turn on Henry for abandoning Ellie at The Wall with the Right Hand Man agreeing, though mostly because of his personal grudge towards Henry.

RHM gets a front row seat at the Denouncement Ceremony and doesn't hesitate to save Reginald from falling to death when Henry throws the latter off in an attempt to secure his leadership position. In The Good Gents and Midnight Surprise fail, Reginald shows his gratitude towards RHM from saving him. The two both gain the respect of Henry in Toppat 4 Life and Toppat King leaving behind their personal grudges towards him and finally accepting his position as leader as Henry proves his loyalty and worth to the clan in those paths, sacrificing himself many times just so the Toppats can complete their plan of launching the orbital station into space. This is especially shown at the end of T4L where Reginald after realizing Henry stopped the government raid all on his own, looks at the Right Hand Man who nods showing they both agree that Henry is a worthy leader with the clan having a bright future ahead.

In Post-PBT paths, RHM is still the Right Hand Man to Reginald and is seen either carrying out tasks, doing favors, or protecting Reginald on several occasions. In Jewel Baron, Right Hand Man catches Henry trying to steal the Norwegian Emerald and also recognizes him as the guy who stole the Romanian Ruby and reports it to Reginald who asks him to take care of him. He promises to do it with pleasure. In Stickmin Space Resort, Kayn West alerts the two leaders about and intruder, who is actually Henry. They both notice him trying to enter the rocket but never recognize him in this path. They both try to stop but are unsuccessful with the rocket taking off without them. In Pardoned Pals and Toppat Recruits, Right Hand Man and Reginald are preparing for the launch but run into Henry and Ellie. Right Hand Man immediately signals Reginald to stand back and pulls out a gun ready to shoot the escapee duo, though Ellie and Reginald negotiate with each other, allowing for Henry and Ellie to join the clan as long as Henry returns the ruby.
If Henry and Ellie both hold up their end of the deal, then the Right Hand Man and Reg both work with them to get rid of the meddling forces preventing the Toppats from having a smooth launch and welcome them into the clan with pleasure.
Burt Curtis[]
In the Jewel Baron pathway, Reginald is the leader of the Toppats, so Burt respects and obeys him. It's clear that Burt is possibly annoyed when Reg yells at him, like in FM when RHM yells at him, remarking "Don't need to get snippy about it." Also in the Toppat King and Toppat 4 Life when Reginald replaced Henry during his incarceration in The Wall, Burt during the intro of "Toppat King", Reg ask "Ehoh. Hey, what did I tell you about calling me that? Henry is the chief, remember?", he said "Oh, okay, yeah." he can be heard reporting to Reginald that the Government forces are attacking the Toppat Launch Site. At the end of "Toppat 4 Life", Burt is announcing to him and Right Hand Man that a tank is approaching with Henry (who is thought to be deceased) inside. His confusing tone when he says "...with Henry inside?" shows that like many others, he thought that Henry was dead.
Sven Svensson[]
Sven is a high-ranking member of the Toppat Clan just right behind the Reginald's Right Hand Man on the Toppat hierarchy. In any paths stemming from Government Supported Private Investigator, Sven became a toppat leader after Reginald was arrested with Airship Division, due to being the 3rd most important figure in the Clan. According to Sven's dialogue from SBO, Reginald mentioned as old leaders who left details for this plan before he was arrested. They are never seen interacting so their exact relationship is unknown though it can be presumed that they respect each other.
Ellie Rose[]
While their interactions are fairly minimal, it is shown that Reginald is friendly yet neutral towards Ellie. Most of Reginald and Ellie's interactions takes place with Henry Stickmin as the main factor.
In Toppat Civil Warfare, Reginald uses Ellie's hatred towards Henry (for leaving her to rot at The Wall) to get Henry kicked from Toppat Clan so he can take leadership again. It can be presumed that he doesn't genuinely care about Ellie and Henry ditching her in this instance but sees it as an opportunity to get rid of Henry once and for all, therefore siding with Ellie and getting the clan to turn on Henry to do so. In the Midnight Surprise and The Good Gents fails, Reginald is shown to keep Ellie around even after Denouncement Ceremony implying that Ellie would've become a regular Toppat member if Reginald and Right Hand Man weren't taken at the end of the path, leading her to take over leadership of the main faction of the clan. In this instance, Reginald would be friendly towards Ellie mostly grateful for the fact she gave her a reason to take out Henry.
In Toppat King, Ellie is introduced to the clan as Henry is already leader and even formally introduces her to Reginald as well as Right Hand Man. Here Ellie is eccentric and fascinated by the Toppats' operation with Reginald explaining the plan to her. Throughout the path, the two work together along with Henry and RHM to insure that the Toppat Rocket launches with ease. By the end of the path, Ellie has earned Reginald's full respect. During his monologue, he doesn't seem to mind Ellie gaining a higher position than him, mostly due to her and Henry proving their loyalty and worth to the Toppats. It can be inferred that become good friends from working together.

In the Pardoned Pals and Toppat Recruits paths, Ellie's initial plan is for her and Henry to become Toppat members since they're both criminals on the run. Once they run into Reginald and RHM, Reginald's main decision on if Ellie get to join the clan or not are based on Henry. Because of the latter's criminal skills and the fact that he stole the ruby, he allows for the two join as long as he returns the ruby. If the duo carries out their plan, Reginald recruits and invites Henry and Ellie into the clan with open arms, even noting them showing their strength when it counted (taking out Dmitri Johannes Petrov and his right hand man, Grigori Olyat). In this path, Reginald shows a massive amount of respect for Ellie and enjoys her company in the clan.
If Henry and Ellie give up their main mission and side with Charles and the Government last second (Pardoned Pals), Ellie becomes a sworn enemy to Reginald alongside Henry who already was one though Reginald is killed before he has the chance to properly react as support beams of the orbital station are shot out causing it to fall down and explode, killing him along with anyone else in the rocket.
Reginald and Ellie don't meet or interact in any other paths as one of them, or even both, are being held in custody.
General Hubert Galeforce[]

Reginald is a sworn enemy to Hubert Galeforce as he is the leader of an international criminal organization that has gone under the radar for decades. When he was still a captain, Galeforce figured out about the clan being a criminal organization and devised a plan that involved getting Henry Stickmin to infiltrate the airship and either Capture Reginald so he could get him to confess everything about the Toppats or Capture Incriminating Evidence on the clan and bring the airship division, including Reginald to justice.
In Relentless Bounty Hunter, once Henry captures Reginald and brings him to the Government forces. Galeforce gestures for Henry to hand Reginald in to him with Galeforce being content and allowing Charles Calvin to give Henry his pardon. His plan to arrest Reginald also works out well in Government Supported Private Investigator.
Henry accepts Reginald's offer for leadership position of the clan in Rapidly Promoted Executive with the two throwing Dummies out of the Airship to trick Galeforce, as well as Charles, into believing that Henry had completed his task when he disobeyed it in reality and took off with Reginald and the Airship.
In Completing the Mission, Galeforce who has now been promoted to the rank of general launches a raid on the remainder of the clan to get rid of the Toppats once and for all (including Reginald in Post-PBT and RPE paths). In Pardoned Pals, Galeforce thanks Henry and Ellie for helping him and the Government get rid of Reginald, the Right Hand Man, and the Toppat Clan once and for all.
Charles Calvin[]
Charles and Reginald don't have any strong interactions but are enemies due to being in completely opposing factions. Charles learns about Reginald and the Toppats through General Galeforce's intel on them and his plan to bring them to justice and agrees on the mission to get Henry to help them take the clan down.
At the end of RBH, Henry lends Reginald over to Galeforce, Charles, and Rupert Price to insure his pardon. This is the closest Reginald and Charles get to a proper interaction throughout the series. Reginald and Henry trick Charles and Galeforce into believing that Henry captured him and that they fell down safely in Rapidly Promoted Executive as they float off in the airship. In Government Supported Private Investigator, Henry works with Charles to capture incriminating evidence against Reginald and the Toppats.
In Pardoned Pals, Charles gets Henry and Ellie to work with the Government so they can kill Reginald and the Right Hand Man and get rid of the Toppats once and for all.
Rupert Price[]
Rupert and Reginald don't have any strong interactions but are enemies due to being in completely opposing factions. Rupert discovers about Reginald and the Toppats through General Galeforce's intel on them and his plan to bring them to justice and agrees on the mission to get Henry to help them take the clan down.
At the end of RBH, Henry lends Reginald over to Galeforce, Charles, and Rupert to insure his pardon. This is the closest Reginald and Rupert get to a proper interaction throughout the series.
Dmitri Johannes Petrov[]
Dmitri does not interact directly with Reginald, although He are indirectly responsible for his death in TR. Dmitri also threatens Reginald to hand over Henry and Ellie to them after he and Grigori discovered that Reginald let them join the Toppat Clan. Dmitri doesn't bother to arrest the two highly wanted criminals though, possibly showing how blinded by his rage he is. Surprisingly in The Wall fail, Reginald and the Right Hand Man let Dmitri and Grigori walk away with Henry and Ellie without opening fire, though this seems to be out of confusion more so than anything.
Terrence Suave[]
Although Terrence is out of the picture and most likely dead by the time any of the games take place, it's clear that Reginald didn't like Terrence due to his poor leadership and reckless nature, which ended with Terrence being overthrown by Reginald, with Reginald taking Terrence's hat as a trophy.
