Rhounda Pounda is a member of the Toppat Clan. He has a cameo appearance in Infiltrating the Airship during the "Pure Blooded Thief" ending.

He can be seen preparing to engage the Military after Henry Stickmin causes the Airship to crash in the desert. His fate remains unknown.

Rhounda, along with Thomas Chestershire, Mr. Skyscraper, Sir Hatty and Alfonsho Cruz are the Toppats with the tallest hats.
He is one of the three only characters that says something through their Bio and not when they actually appear. The others are Brock Hollowitz and Gus Brix.
- Rhounda is the only one of the three who isn't a Government soldier.
