Surrender is an option in Fleeing the Complex.
During the final choice screen of the "Presumed Dead" pathway, Henry Stickmin is inside a battered Wall truck dangling over the edge of a cliff. He surrenders to Dmitri, who tells him he has "made the right choice". Back at The Wall, Henry is shown to have transferred to a maximum security cell. This results in a fail.
