Web Throw is an option in Fleeing the Complex during the "Presumed Dead" pathway. Henry Stickmin can use it when he is fleeing towards an elevator, but finds his path blocked by guards Friedrich Spielen and Haroldt Cüper.
This results in a fail since Henry's hands are still covered up, so even if he could fire web, it couldn't go anywhere.
